paper-ripple is replaying every time the page regains focus.

OS: Windows(8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/manageProfile and click on avatar icon
2. Now continuously click on bookmark icon in omnibox,observe avatar icon

Actual: Blink of grey focus highlight is seen on avatar icon after clicking on bookmark icon.
Expected: Blink of grey focus highlight should not be seen on avatar icon after clicking on bookmark icon.

This is regression issue, broken in ‘M 53’ and will soon update other info :
Good build:53.0.2774.2

Able to reproduce the issue on Windows 7,Mac 10.12.6 & Ubuntu 14.04 using chrome latest Canary-62.0.3173.2 .
Manual bisect info:

You are probably looking for a change made after 401021 (known good), but no later than 401081 (first known bad).

Summary: paper-ripple is replaying every time the page regains focus. (was: Regression : Blink of grey focus highlight is seen on avatar icon in chrome://md-settings/manageProfile.)
This is common behavior of paper-ripple's across the Settings page, not specific to manageProfile. When the page gets re-focused the ripple is replaying, see screencast.
