[DevTools] Blue focus ring is seem to be chopped from top for 'Progressive Web App' under Audit section.

Chrome Version: 62.0.3174.0 (Official Build)02ca96925ccb743e83ad34bee8595e4a6eec8443-refs/heads/master@{#491203} 32/64-bit.
OS: Windows (7,8,10), Mac (10.11.6, 10.12.3).

What steps will reproduce the problem?
1. Launch chrome, open DevTools and go to 'Audits' section.
2. Run the audit by clicking on 'Perform an audit' and 'Run audit' buttons.
3. Press 'Tab' key such that focus reaches to 'Progressive Web App' and observe the blue focus ring.

Blue focus ring is seem to be chopped from top.
Blue focus ring should seen properly.

Note: 
1. Blue focus ring is seen properly for "Performance, Accessibility and Best Practices".
2. Issue is not seen on Linux OS.

This is a non-regression issue, seen from M-62 series build #62.0.3166.0
