MD Settings: Update "No usage data" string on the Site Details page to be more descriptive.

With Site Settings flag enabled (#enable-site-settings), the Site Details page (e.g. chrome://settings/content/siteDetails?site=https://permission.site) shows a "Usage" section on the page. Currently this shows the amount of hard disk space used by the site, but could potentially include other use later on, such as battery. When there is no usage, the site will show 'No usage data'.

Update the string to be more descriptive:

This site isn't using your computer's battery or hard disk

Please also update the message description:
Appears in Chrome settings in a section that shows the site's settings, under a "Usage" title. "Hard disk" refers to storage space on the computer's hard disk.

As agreed elsewhere, we should probably wait til we find out whether 'battery' will be included under Usage for future versions of Site Details before going ahead and changing this string.
