Swiping down in Immersive mode doesn't work reliably for Android apps

Issue description

Version: M61.0.3163
What steps will reproduce the problem?
(1) Open an Android app
(2) Move to immersive mode (e.g. by clicking the key on the keyboard)
(3) Try to swipe down from the top of the screen

What is the expected result?
Titlebar appears, just like it does for web apps

What happens instead?
Most times it doesn't show up, sometimes it does

Caption is currently handled on Android side, and its implementation is slightly different from one we have in chrome.

We'll move the caption to chrome after 62, and it should fix the problem, or we can fix it now if we want to fix it now.

Let's let the general Chrome fix fix this. Which bug should I block this on?

Also, is there a tracking bug for the work to move caption to Chrome?
