makeTimesLocal() causes layout thrashing

Go to https://luci-milo-dev.appspot.com/console/infra-experimental/fullmain?limit=200

See performance, it'll say that milo.makeTimesLocal(), which runs once per commit (200 commits) causes the page to re-layout 200 times, which takes 2-3 seconds (50-70% of total page load)
