USB charger notification is not translated.

"Low-power charger connected" is always displayed in device owner's language, even if session language is different. See screenshot (shared to @chromium.org).

Always? Meaning that after signing in, if you disconnect your USB charger so the notification is dismissed and then re-connect your USB charger, it's still in the owner's language?

Thank you! Is this only limited to USB charger notification? Trying Caps Lock notification (Alt-Search) or deprecated accelerator notification (Shift-Esc) would tell if the problem is in the USB charger notification or not.
