Steps to reproduce the problem:
As a follow up on https://bugs.chromium.org/p/chromium/issues/detail?id=749153, we are now experimenting with "Script First Statement"-breakpoints, but we have run into an issue of a page simply failing to load.

1) Open https://cdn.vidyano.com/vidyano.html
2) Enable Script First Statement breakpoints
3) Continue to step through the paused scripts
4) Page eventually stalls and never finishes to load.

I suspect this could be caused by the cascade of HTML imports
