Incognito website unsafe site loads outside of Incognito

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. Go to incognito mode
2. In the incognito tab, Browse to a website and Chrome should detect it as an unsafe website.

What is the expected behavior?
It should still run on the Incognito tab

What went wrong?
When browsing in incognito, accessing a website that is listed by chrome as unsafe loads the page in normal mode outside of incognito mode.

OS Version: 10.0
Flash Version: 

Seems like a bug with unsafe site warnings

Tested on Chrome Stable #60.0.3112.90 on Windows 7 and not able to reproduce the issue. Attached the screencast for reference.

Steps followed:
1. Launched Chrome in Incognito mode.
2. Try to open an unsafe website.

Observations -- User is notified with an Unsafe message and user can go ahead by clicking on “Advanced” link and later clicking the “Proceed..” link will redirect user to the specified page.

@pewbiepiepie -- Could you please try by updating your Chrome to latest stable #60.0.3112.90 and by removing the extensions and creating a new profile to verify if the issue still persists.

Just remembered that it was an adblock extension doing that.

I know that's the author's fault though.
Thanks for that, you could close the issue.
