Arc: support links

Project Member Reported by dtseng@chromium.org, Aug 1 2017

Issue description

The |text| of a node can potentially contain UrlSpans.

In Chrome, links get their own node.

For example,
a spannable like:
"hello world", where hello is a link would be exposed as a paragraph with two children: a link "hello", a static text "world"

I am inclined to construct such a paragraph for any given spannable from Android.

The impact of this is that the link node would have to support the do default action.
