Expose playback rate of <audio> elements

Issue description

It’s common to listen to podcasts with an adjusted playback rate. I’d like to be able to adjust the playback rate of <audio> element without having to resort to DevTools.

I think a good way (at least for desktop) would be to expose the playback rate in the context menu of <audio> elements.

I am not sure if context menu is the right way to surface this functionality, but I agree it's a potentially useful, particularly for podcasts.
