[mDNS] Enable netlog for mDNS client |

Issue descriptionThis tracks the work to wire a netlog instance to the sockets bound by the mDNS client, to enable end users to provide more actionable information when mDNS doesn't seem to work (esp. to discover Cast devices). Need to make sure this does not fill up the netlog with background discovery unless chrome://net-internals or some other observer is present.

Add option to pass in NetLog to socket used for mDNS. Pass in ChromeNetLog from Chrome code service_discovery_client_mdns. This will hopefully help us diagnose long standing Cast / mDNS reliability issues. The NetLog entries can be easily filtered by searching the IP endpoint used for mDNS (defined in net/dns/mdns_client.cc?).
