This particular PDF file is printed incorrectly

File: https://www.irs.gov/pub/irs-trty/india.pdf (43 pages)

Process:
1. Open the linked file in Chrome Canary
2. Print with duplex settings, black and white.

Expected:
- Pages are printed correctly and in order.
- 22 pages are printed, out of which 21 are printed on both sides and the last one is printed single sided.

Actual:
- Page 3 is printed in duplex-mode 9 times i.e. 4 sheets have it on both sides and the front side of 5th sheet.
- Page 43 is printed 34 times i.e. back side of sheet 5, both sides on 16 sheets, and the front side on 17th sheet.
- Total sheets printed is correct i.e. 22.

I see that on latest Chrome canary the first page which it tries to print is the 3rd page of the PDF and surprisingly the page count still shows as 43 pages(after missing 1 and 2 pages at start)

Bisect result :
You are probably looking for a change made after 490507 (known good), but no lat
er than 490508 (first known bad).

This is a duplicate of  issue 751200 .
I'll let rharrison@ decide which one to mark as duplicate.

There is a known bug with that CL, that was fixed in a follow CL, https://pdfium-review.googlesource.com/c/9610. Looks like the fix hasn't made it to canary yet, the pdfium dep roll was failing a bit yesterday.

The fix was rolled up this morning, https://chromium-review.googlesource.com/c/595122, so should be in the nightly canary build tonight. pbommana@chromium.org is going to check if the issue is fixed in the morning.

Verified this issue on Windows 10, Mac 10.12.6 with chrome #62.0.3174.2.

Steps followed:
1. Navigated to test url :  https://www.irs.gov/pub/irs-trty/india.pdf
2. Pressed Ctrl+P and saved the file as pdf

Observed all pages are printed correctly and in order, hence adding TE-Verified labels
