mac_safe_browsing_test_data fails on fresh checkout

I have a fresh checkout on OSX, and building unit_test fails because of mac_safe_browsing_test_data.  It prints out a couple pages of stuff, but the last line is "ln: symlink-random: file exists".

For now I can just remove that target, as I don't care about safe browsing, but seems like this should be fixed.

Seems like this bug is already something that has been looked at previously and I don't have the context to understand why these debug messages were added to the build process.
