2. slide down the page (slide more if issue is not seen) and click on any link.
3. clicking on link takes to new page. Now go back.

From chrome://flags if scroll anchoring is disabled issue is not observed.
Seems like it is because advertisements present in naver.com. And I suspect scroll anchoring doesn't consider advertisements present in the page while deciding offsets (just speculation not aware of how scroll anchoring works).
