Show status of Clusterfuzz processing on commit page

Story: As a V8 developer I want to have an indicator if CF already had enough time to process my change in order to be confident that my CL did not introduce new stability and security problems.

I am not too sure what you mean by "enough time". Is this related to this bug: https://bugs.chromium.org/p/chromium/issues/detail?id=751091

It would be nice and add a lot of context. So, nice to have seems about right. Feel free to close it in case you want to clean up.
