What steps will reproduce the problem?
(1)Recover build via USB >> Go to 'Choose your Language & Keyboard' screen.
(2)Click on language drop down and Select Telugu/German/any option
(3)Sign in to chrome and sign out
(4) Now in sign out screen observe Smart lock message by hovering on lock icon.

Expected:Smart lock message in sign-out screen should be seen in selected device language.
Actual: Instead, Smart lock message is displayed in English.

This is non regression issue as same behavior is seen from introduction of smart lock feature.

Note: 
1.Issue is seen in latest M-62 as well
2.Issue not applicable to Linux and Windows OS
