Regression: Toggle button disables automatically when mobile data is enabled

Issue description

Chrome Version:61.0.3163.20/9765.13.0 dev channel Jerry & Qwauks
OS:Chrome

What steps will reproduce the problem?
(1)Recover Build and Connect Dongle
(2)Go to Uber Tray-> Network settings-> Click on toggle to Enable mobile data and observe

Expected:Mobile data should be enabled 
Actual:Instead it's getting disabled even after trying to enabling (Refer video)

This is a Regression issue as same is working fine in M-59

Note:
1.Issue is not applicable to Linux and Windows
2.Issue is also seen on latest

This is only while the mobile data connection is initializing. We should probably keep the toggle on+disabled until it can actually do something.
