Regression: Browser becomes unresponsive after toggling out of fullscreen mode.

Issue description

Chrome Version:61.0.3163.25 (Official Build) c85ed244dde02ff4dd2f4097ff6440183a0b23df-refs/branch-heads/3163@{#200} (32/64 bit) 
OS:Windows (7,8,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://apps/, right click on 'gmail' > app info 
(2)Click on wrench menu> fullscreen icon, hit 'esc' key to close app info overlay.
(3)Press 'F11' to toggle out of fullscreen mode,now perform any action on page and observe.

Actual: Browser becomes unresponsive after toggling out of fullscreen mode.

Expected: Browser should not become unresponsive after toggling out of fullscreen mode.

This is a regression issue broken in 'M51' and below is the manual regression range
Good Build: 51.0.2683.0
Bad Build:  51.0.2684.0

Note: Issue not seen on Mac & Linux OS.

Using the per-revision bisect providing the bisect results,
Good build:51.0.2683.0(Revision:381970).
Bad build:51.0.2684.0(Revision:382149).

You are probably looking for a change made after 382135 (known good), but no later than 382137 (first known bad).
