Regression: Weird behavior is seen on 'http://www.espn.in/'

Chrome Version:61.0.3163.25 (Official Build) c85ed244dde02ff4dd2f4097ff6440183a0b23df-refs/branch-heads/3163@{#200}
OS:Win(7,8,10)

Pre-condition: Log-in to espn.in with valid credential and save that credential using password bubble.

What steps will reproduce the problem?
1. Launch chrome and navigate to http://www.espn.in/
2. Click on Avtar/profile icon of page/site and then click on 'account information' such that 'Update Your Account' overlay is seen.
3. Click on Mobile no field such that cursor remain there and then scroll down the overlay using mouse,Enter any number using keyboard.
4. Then again scroll-down overlay and hit 'Backspace' key.
5. Repeat step 3 and 4, 2-3 times and observe.

Actual: Chopped overlay is seen and it is shifted upwards (refer screencast)
Expected:'Update Your Account' overlay should be proper after step 5.

This is regression issue, broken in 'M 61' and below is manual bisect:
Good build:61.0.3156.0
Bad build:61.0.3158.0

Note: Issue is not seen on Linux and Mac OS.

I'm skeptical that the bisect is correct. It look svery similar to another issue I just triaged where drawing properties are not correctly handled across tile boundaries.

Now fixed in Canary once the change is built. Will probably be merged to M-61 but not M-60.

I'm closing this given the duplicate bug was almost certainly the cause and we've seen nothing similar since.
