Failed to load PDF even on chrome 60

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.78 Safari/537.36

dhumal.vivek02@,  thank you for the report. Can you please let me know the exact OS details? since i do not see this issue on reported version of Chrome#60.0.3112.78 for Win7.

Able to reproduce the issue on Windows 10, mac 10.12.6 and Ubuntu 14.04 using reported version #60.0.3112.78 but the same is not reproducible in the latest canary #62.0.3175.2.

Reverse Bisect Information:

Note: Assigning it to the reviewer of the issue as the culprit(art-snake@) doesn't seem to have a chromium id.

krajshree: What happens exactly when the PDF fails to load? It loads without any problems for me in Chrome 60.

Also, how is this a regression / RBS, if someone recently __fixed__ the problem?
actually issue at the server side, now it is sorted we disable some unnecessary nginx component.

As per comment #8, issue seems to have been fixed from server side. I am also unable to  reproduce the issue on Win-10 using the reported version #60.0.3112.78. Hence, closing the issue as wontFix.
