Enable DepsCache for goma on ChromeOS bot other than chrome-pfq.

Issue description

This is branched from  crbug.com/747789 .

Currently, DepsCache is (will be) enabled only on chrome-pfq, due to the bot selection structure.
We may want to enable DepsCache for other bots, as well.
