Chrome render issue, when setting russian locale on OS X |

Issue descriptionThis was originally reported by a user (andrey.pshenkin@gmail.com) as a ChromeDriver bug ( https://crbug.com/chromedriver/1868 ). Investigation indicated that ChromeDriver is not required to repro this bug, thus I'm re-opening it as a Chromium bug. Chrome Version: 59.0.3071.115 OS: OSX 10.12.5 and 10.12.6 What steps will reproduce the problem? (1) Set Russian locale on Mac (2) Create a new directory /Users/<username>/test (3) Start Chrome with --user-data-dir=/Users/<username>/test (4) Navigate to some web sites with images What is the expected result? Images from web sites are displayed correctly. What happens instead? Images on many websites are displayed as colored boxes. The original reporter was able to repro this issue on https://google.ru/. I wasn't able to repro on google.ru, but was able to repro it on chromium.org and bing.ru. Please see attached screenshots.
