I setup GMail and Calendar to open as windows but it does not sync

Chrome Version       : 61.0.3163.13
OS Version: 9765.7.0

I setup GMail and Calendar web apps to open as window. Upon coming to a new Chromebook, the setting does not sync and they opened as tabs again. This is a regression
