[Sync] Make sure all per model type metrics we care about are recorded in USS

I especially would like Sync.ModelTypeCount.X metrics, which are currently recorded as 0 for all USS types, but we should probably audit all our metrics.

In addition to emitting the correct metric from USS land, we need to make sure the Directory stops emitting incorrect values.
