Long delay to be usable after reconnecting the HuddlyGo camera |

Issue descriptionAny ChromeOS version from M60. This is not a bug yet, but is not expected either. [Symptom] The camera takes long time (2-3 minutes) to be recognized and to be usable in ChromeOS, after forcefully being plugged-out during the bootloader update phase, and then after being replugged-in. The camera's USB is detected (lsusb), but Hangouts app see it not available. [Expectation] The same experiment on a Linux box does not take time to recognize the camera and make it usable. In ChromeOS, however, it is not immediately available. [How to reproduce] 1. Plug the camera into ChromeBox 2. Update its firmware 3. During the firmware upgrade, disconnect the camera's USB cable. 4. Wait a few sec, then plug it back.
