flickr story failing on smoothness.simple_mobile_sites on android webview perf bots

Both appear to be chrome crashes. Flakiness has existed pretty much the entie the the bots have been running, so its hard to bisect these. CC-ing benchmark owner and disabling flickr story.

rendering.mobile/flickr_scroll has been re-recorded and is now re-enabled.
