Migrate kInfoOutlineIcon to use the new kHelpOutlineIcon on secondary UI

According to bettes@, we should never be using the InfoOutline (i) on secondary UI. Instead we should always use the HelpOutline (?).

https://chromium-review.googlesource.com/c/544199 is adding kHelpOutlineIcon, afterwards we can do the migration.
