NTP url is updated incorrectly when tapping reload immediately when navigation starts. |

Issue descriptionApp Version: 61.0.3163.20 beta iOS Version: 10.3.3, 10.2.1 Device: iPads only URL: any Steps to reproduce: 1. Fresh Install and Launch Google Chrome 2. Tap on any popular sites tiles in NTP and quickly tap on reload icon in the toolbar Observed results: Address bad updated to the new location, but content area is still displayed NewTabPage contents only Good Version: 61.0.3157.0 #f2f3c92 Bad Version: 61.0.3158.0 #486948 Expected results: Content area should be displayed blank if the navigation started. Reproduced on iPhones as well, if we try to tap Menu --> Refresh fast enough.

On the video it seems that the popular tiles have their title removed, but I could not reproduce it during my tests. Can you confirm it?

Yes the Popular tiles title is removed when performing the steps to repro. If you are trying to repro on an iPad it will be easier. Just tap on Popular site tile and the reload icon in the toolbar almost at the same time.

Verified in: App Version: 62.0.3180.0 canary Devices: iPad Pro, iPad Mini 2 iOS Version: 9.3.5, 11.0 Beta 5 Issue is not reproducible. Type in any URL or tap on Popular site tile and the reload icon simultaneously, navigates to the page successfully.
