[Mac] Astrological symbols do not render correctly

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Example URL:
http://astrology.core-light.com/test-symbols.html

Steps to reproduce the problem:
1. Visit site above
2. Notice that under "Signs as Emoji", all 12 signs come through fine; but under "Signs as Characters", we just get little boxes.

What is the expected behavior?

What went wrong?
Copy and paste the "Signs as Characters" section into any number of other applications, including Sublime Text, or the Mac OS terminal using "vi", or even Microsoft Word, and you'll see the proper characters as they should appear in Chrome.

Attached is an image of the same section of text in (from left to right) Word, Sublime Text, Safari, and Chrome.

This problem also occurs on iOS.  I don't know about Windows.

I'm collaborating in a business environment in production of astrology software. These simple symbols work much better in our documentation and communications than the "Emoji" versions. Since our documentation is all on places like Confluence and Google Docs, we need these symbols to be supported in Chrome, or we have to switch to icky old Safari all the time.

Looks like the fallback for the character versions isn't set up correctly. Any ideas drott?

Appears to be working fine on Windows, Linux, and ChromeOS.

The signs as character section suffixes Variation Selector 15, which is in principle the right approach but then we fail to find Arial Unicode MS as the font for this. I'll  need to take a closer look.
