Regression: In tamil, Chrome text appears chopped in welcome page

Issue description

Chrome Version:62.0.3172.0
OS:Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Launch chrome in tamil and add a new person
(2)Observe the page[chrome://welcome/variant=everywhere]

Expected:Chrome text shouldn't be chopped in welcome page 
Actual:Chrome text appears chopped in welcome page 

This is a Regression issue broken in M-62

Issue is reproducible on the latest canary(62.0.3172.0) of Mac OS 10.12.5 as well.
