[Restrict-View-Google] Taskbar area is blinking

Chrome Version       : 59.x, Chrome Beta
OS : Android N -OS
Devices : Samsung

What steps will reproduce the problem?
1. Enter Email > compose > select compose editor > mouse right click > paste > mouse right click > select all
2. mouse right click > paste > bottom of compose editor, right mouse click on blank view > undo
3. After 2 scenario, mouse right click > redo

What is the expected result?
It shouldn't disappear.

What happens instead?
After 'undo', When mouse right click, taskbar area is blinking.
When mouse click, taskbar appear > then 'redo', taskbar was disappear

Location of webview popupTouchHandleDrawable need to be checked on Webview team.

<Issue> Dex bottom bar (Navigation Bar) is blinking or showing with non-translucent.
<Cause> When some window is location on Navigation Bar area, Translucent flag is added and Navigation Bar is showing with non-translucent.

<Analysis from Framework team>
When this issue occurs, Webview's popup (cursor touch handler icon) window is overrided with Navigation Bar .
Popup window's location and visibility are not handled by Email app side.

Please check the location of webview popupTouchHandleDrawable when issue occurs.

As Popup window's location and visibility are not handled by Email app side.
I guess when touch event entered to webview field. It shows the cursor touch handler icon refer to the touch position.

But during the issue occurence step, popupTouchHandleDrawable is not shown on the screen sometimes but actually popupTouchHandleDrawable window moves to outside of visible area.
and when window is located on Navigation Bar area, Translucent flag is added and Navigation Bar is showing with non-translucent.

@mili.adlakha -- Thanks for reporting this issue. Could you please update your Chrome to latest stable version #62.0.3202.84 and let us know if the issue is still observed.

Could you also please confirm whether the issue is related to Chrome browser or Web view.
