Regression: In Arabic unwanted scrollbar is seen on welcome page

Chrome Version: 62.0.3172.0
OS: Ubuntu 14.04, Win

What steps will reproduce the problem?
(1)Launch chrome in Arabic>> Navigate to chrome://welcome/?variant=everywhere

Expected 
Horizontal unwanted scrollbar should not be seen under sign in button

Actual
Unwanted horizontal scroll bar is seen

Note: On windows when the page is Zoomed into 25% horizontal scrollbar is seen

This is a Regression issue broken in M-62

Issue is not seen using #62.0.3172.0 on Mac 10.12.5.
