Regression:Drag folder doesn't vanish even after dropping it on the bookmark bar.

Issue description

Chrome Version: 62.0.3172.0 b86b4c08ea245b97bee78f06c41ddf98dacf6127-refs/heads/master@{#490684}(32/64 Bit)
OS:Windows (7,8,10), Mac(10.12.3, 10.12.5, 10.11.6), Linux(14.04 LTS)

Precondition: Make sure Bookmarks link is present on desktop to import

What steps will reproduce the problem?
(1)Launch chrome and chrome://bookmarks/, click on iron icon > import bookmarks
(2)Press ctrl+shift+b such that bookmark bar appears, drag 'imported' or 'bookmarks bar' folder onto the bookmark bar
(3)Now release the mouse and observe.

Actual: Drag folder doesn't vanish even after dropping it on the bookmark bar.(i.e after step 2 & 3)

Expected: Drag folder should not be seen once it's drop on the bookmark bar.

This is a regression issue broken in 'M62' and below is the manual regression range
Good Build: 62.0.3165.0

Good build:62.0.3165.0(Revision:488876).
Bad build:62.0.3167.0(Revision:489499).

You are probably looking for a change made after 488911 (known good), but no later than 488912 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.5 and Able to reproduce in latest Canary #62.0.3172.0
