Chrome OS Autohidden Side Docked Start Menu Doesn't Work With Changing Brightness/Volume

Reported by justinkt...@gmail.com, Jul 31 2017

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9592.71.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.80 Safari/537.36
Platform: 9592.71.0 (Official Build) beta-channel caroline

Steps to reproduce the problem:
1. Dock taskbar to left side of screen
2. Set to Autohide
3. Use keys to change volume or brightness

What is the expected behavior?
Brightness/volume pops up

What went wrong?
Entire taskbar annoyingly and unnecessarily pops out, often causing problems with fullscreen tasks etc

Did this work before? N/A

Chrome version: 60.0.3112.80 Channel: beta
OS Version: 9592.71.0
Flash Version:

Occurred since version 57, not a regression problem, presumably just a weird use case
