Regression:Unnecessary scrollbar blink is seen for Sign In overlay for Add Person

Chrome Version:62.0.369.0/9794.0.0 dev-channel Paine,Parrot & Kip.
OS:Chrome

What steps will reproduce the problem?
(1)Sign In to chrome and Sign out.
(2)In Sign out screen, click on 'Add Person' and Observe the Sign In overlay(kindly refer video)

Actual: Unnecessary scrollbar blink is seen for Sign In overlay
Expected:No such Unnecessary scrollbar blink should be seen

This is a Regression issue as same is working fine in 62.0.3166.0/9785.0.0 dev channel Reks

Note: Issue is not seen in Linux,Windows OS

Status: WontFix (was: Assigned)
There's a way to fix this, however I think it may affect other screens sharing the same container. I think we can close it for now because this is not very obvious and not reproducible all the time.
