Regression : Flickering of content is seen in 'Performance' section of devtools.

OS: Windows(8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Now go to 'Performance' section and drag devtools window slowly to RHS,observe

Actual: Flickering of content is seen after slowly dragging devtools window to RHS
Expected: Flickering of content should not be seen after slowly dragging devtools window to RHS

This is regression issue, broken in ‘M 59’ and will soon update other info :
Good build:59.0.3053.0
Bad build: 59.0.3054.0

The flickering looks like content wrapping; it's expected.
