Chrome crashes if a11y keyboard is tapped when there is no focused text input client.

Chrome Version: 62.0.3166.0 9780.0.0
OS: Chrome OS kevin

What steps will reproduce the problem?
(1) Enable a11y keyboard 
(2) Tap the keyboard icon in the shelf and open a11y keyboard.
(3) Close every windows, and tap Right arrow key on a11y keyboard.

What is the expected result?
Nothing happens.

What happens instead?
Chrome crashes.
