automatically open the on-screen keyboard when "Find..." is tapped

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.78 Safari/537.36

Steps to reproduce the problem:
Using Chrome on a Surface Pro 4, I've noticed the on-screen keyboard automatically opens in some cases and it's excellent (like when I tap "Log in" on twitter.com) . There are more cases where the on-screen keyboard should open automatically, like when a user taps "Find..." . 

What is the expected behavior?

What went wrong?
I'm sure there are other cases where the on-screen keyboard should open automatically and this should be looked into

I think you need a Windows device that has a detachable keyboard to do this properly, ideally a Surface device. Remove the keyboard, then, using your finger, tap the menu then tap "Find...", the virtual keyboard should pop up right away so you can start typing. I attached a screenshot just to be extra clear :) (I put a red rectangle around what I'm talking about)

Verified on my Windows tablet since I happened to have one in my bag today. Tapping "Find..." doesn't bring up the keyboard, but when you manually tap inside the text box that appears, then the keyboard shows up. So it's still usable, just not ideal.

Moving this to UI>Accessibility for better triage. UI>Input>VirtualKeyboard is for the in-house virtual keyboard for tablet/convertible Chromebooks.
