chrome.tabs.onUpdated isn't fired for homepages

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36 Steps to reproduce the problem: 1. Download the Chrome Last.fm Scrobbler extension. 2. Set any page supported by that extension as a homepage (e.g. http://youtubify.vebto.com/popular-genres). 3. Close Chrome and open it again. What is the expected behavior? The tab with homepage is opened and the `chrome.tabs.onUpdate` event is fired correctly (that means the extension processed the event and shows red Last.fm icon in the extension bar). What went wrong? The tab with homepage is opened, but the event is not fired (the extension shows grey Last.fm icon). Did this work before? N/A Does this work in other browsers? N/A Chrome version: 59.0.3071.115 Channel: stable OS Version: Flash Version: This issue is reproduced on Linux (I used Kubuntu running on VirtualBox to reproduce it). Tested on latest Chrome Stable version #60.0.3112.101 and reported Chrome #59.0.3071.115 on Ubuntu 14.04 and unable to reproduce the issue. Could someone from MTV look into this issue as we don’t have the reported configuration(Kubuntu). Adding "TE-NeedsTriageFromMTV" label for further triage. Attached the screencast for reference.
