When I navigate a page to URL with bad SSL certificates, I get a sequence of two events with the same requestId:
- Network.requestServedFromCache (I guess it's the one for the interstitial page)
- Network.requestFinished

However, I don't get a matching requestWillBeSent event.

Check out the screenshot of the protocol log. I highlighted the requestId in yellow.

So I wonder what are the guarantees about Network.requestWillBeSent, Network.requestFinished and Network.requestFailed events? I'd expect every request to be reported via Network.requestWillBeSent event, which seems to be not the case.
