Touch-text-selection UI misplaced under -enable-use-zoom-for-dsf

Issue descriptionSteps to reproduce the problem: 1. Enabled -enable-use-zoom-for-dsf in chrome://flags 2. Open some website. 3. Long press some text. What is the expected behavior? A small pop up with "copy | paste | ..." button appears, Expected: just above the selected. What went wrong? Instead: offset looks to be 2x'ed. Please look at issue 585043 Did this work before? N/A Chrome version: 59, 60 and Canary 61 Channel: stable OS Version: 6.0 Flash Version: Issue 585043 is marked as verified - but still (again?) present in Chrome 59-61

Able to reproduce the issue using #59.0.3071.125 on #6.0.1 SM- J710F. Observed the text offset looks to be 2x'ed. @oshima: Could you please look into the issue as you have already worked on the similar issue 585043 . Thanks!!
