We need a bucket where we can upload binaries for the network annotation checking we want to do in  bug 690323  and  bug 656607 .

To this end, I've created gs://chromium-tools-traffic_annotation (in the chromium-archive project) and given rhalavati@, battre@, and msramek@ write access.

The bucket has a README.md describing what the bucket is for (and how it is populated); that README will also live in //tools/traffic_annotation/README.md
