Chrome Home: when you open a new incognito tab, the toolbar is at the top

Issue description

Steps to reproduce the problem:
The whole point of Chrome Home is having the toolbar at the bottom, but when you open a new incognito tab, the toolbar is at the top, just like normal non-home Chrome... I understand how this happened but it should not stay like this. Maybe keep it at the half open state but abbreviate the incognito tab message a lot so it fits in that small space? There has to be a better way than this...

Wouldn't something like this be sufficient? You could probably fit the incognito logo in there too but I'm in a rush :)

It's something that we were thinking about but we do need the incognito blurb so that's our main constraint.
This might sound silly but what about setting the font size to something really small do it will all fit in the half state?

Actually we only open full height when it's the first tab (incognito / not incognito). If you open another incognito tab it will open to half height. This is good feedback though.
Oh I didn't notice that. I think that's even more reason to revert it back to opening in half state, like it does in version 60. It's inconsistent and not what the user is expecting. It was changed to opening in full state in version 61. 

There are some tiny font sizes used in Chrome for Android so I don't think using a small font size for the incognito blurb would be a problem, as long as you can still read it, it's fine.

@ktam -- A gentle ping, is there any update on this issue. Home screen of the Incognito window still seems to be similar on Canary #64.0.3262.0 as mentioned in the original comment.
