There have been a couple of strange issues with Youtube specifically (https://bugs.chromium.org/p/chromium/issues/detail?id=747245), also sounds a lot like the issue fixed by https://chromium-review.googlesource.com/c/570921/. Unclear when these crept in so it's possible they were there in m60 branch to start with but just less frequent.

We've gotten another report about this in stable (https://github.com/GoogleChrome/lighthouse/issues/2820). It was a race condition that I've confirmed is resolved by https://chromium-review.googlesource.com/c/570921. Should be fixed in m61.
