refreshing page with sourceMaps-enabled duplicates top context

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.78 Safari/537.36

Steps to reproduce the problem:
1. open devTools, enable sourceMaps
2. include at least 3 (don't ask me) different JS files with sourcemaps (inline sourceMap, for the purpose of this demonstration, see attachments `a.js`, `b.js`, `c.js`. But even non-inline sourceMaps cause this bug)
3. refresh page with the devTools open

What is the expected behavior?

What went wrong?
Each refresh it adds a new `top` context (see attached screenshot) and in certain cases focuses it (e.g. when you switch devTools panels), which prevents executing JS statements from the console until you switch back to the top-most context.

Sourcemaps also stop working after that.

luzar.david@ Thanks for the issue.

Unable to reproduce the issue on windows 7, Mac 10.12.6 using chrome version 60.0.3112.78 and canary 62.0.3171.0 with the below steps

1. Open Dev tools 
2. Added the 3 .js files to Sources panel.
3. Refresh the page
4. Not observed any `top` context in console.

Please find the attached screen cast and confirm if anything missed in triaging the issue.Please provide any screen cast for better understanding the issue.

From what I'm seeing, simply including the files into the `sources` doesn't execute them. I can't repro it that way, either.

But I'm able to repro by creating a simple html file and including those js files in there.

I've included a zip file containing a folder with those files and the index that reproduces this bug.

@luzar.david: I failed to reproduce this with your test.zip examples on Chrome 62. Does it still repro for you? 
@lushnikov wanted to get back to this thread, but forgot. I've been testing the sourceMaps for about a week or two now, and cannot reproduce anymore. Thus I believe it got fixed along the way.
