New tab page does not load suggestions from history sometimes |

Issue descriptionChrome Version: 60.0.3112.78 OS: Linux, Windows What steps will reproduce the problem? (1) Use Chrome for a while(sorry I don't have a better pattern) (2) Open new tab (3) Drag the tab away, creating a new window What is the expected result? A new window with a populated new tab page What happens instead? Suggestions are empty (see attached screenshot - the darkness is because of a theme). This happens with a small probability. It becomes much more probable (it feels like 30%) if I've been using Chrome for a while before. I've never seen it happen twice in a row, therefore it's hard to examine. I've been seeing this problem since I can remember. It happens on both my corp (Goobuntu) and my personal Windows environments (at least as far back as Win7). I haven't managed to establish any preconditions, except for using Chrome for a while. The developer console shows no errors after this has happened. Is there something I can do next time I see this to help diagnose?

I have seen similar things in the past, but haven't had much luck in tracking down the actual cause. Once, IndexedDB initialization was consistently taking a long time, but that problem went away with a reboot of the machine. I do have one launch happening in M60 which might conceivably help with this, issue 517532 - currently rolling out to 1% stable, but will go 100% soon if nothing explodes. Let's wait and see if that helps, since I don't have better ideas.
