What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on "Let's go" > In 'Connect to Network' screen Connect to any Wi-Fi network 
(2)Now in EULA screen click on 'Optional' text and observe observe Checkbox is not checked (Please refer Video)

Expected: On clicking 'Optional' text Checkbox should get checked (Please refer Expected_Video) 
Actual: Instead Checkbox is not checked 

This is Non-Regression Issue seen from M-55

Issue is not applicable to Linux,Windows OS
