chrome://md-settings/changePicture: Incorrect tooltip after taking a photo.

Chrome Version:  62.0.3166.0/9785.0.0 dev channel Candy,Reks and Peppy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to 'chrome://md-settings/changePicture' -> click on  'Take photo' option
(2)Now again click on 'Take photo' and observe Picture is captured ->  Again click on 'Take photo' and observe Picture is discarded (Please refer Video)

This is Regression issue as same is working fine in 61.0.3150.0/9720.0.0 dev-channel Peppy

@stevenjb : Please confirm the issue

Note:
1.Issue is seen in  61.0.3159.8/9756.0.0 also
2.Issue is not applicable to Windows & Linux OS

If step(2) mentioned in C#0 is intended change then after picture is captured -> observe  tool tip of 'Take photo' option 

Expected: 'Discard photo' Tool tip should be seen 
because on clicking option photo gets discarded

Actual: Instead 'Take photo' tool tip  is seen

Behavior is WAI, but agreed that we should update the tooltip.

Modifying the description and reprioritizing.

Status: WontFix (was: Assigned)
Behavior has changed, clicking the icon now either activates the camera or takes the photo. In both cases the tooltip seems fine. Marking WontFix.
