Config set page: Display of config set name is inconsistent for different config set types

1. Open https://luci-config.appspot.com/#/projects/chromium/refs/heads/master
2. Observe: a full config set name is displayed "projects/chromium/refs/heads/master"
3. Open https://luci-config.appspot.com/#/projects/chromium/
4. Observe: null full config set name is displayed, "chromium".
This is inconsistent

I am having trouble reproducing this bug. I opened these links and it seems like names are consistent.
