A ref config set says "Project" |

Issue descriptionrepro: 1. Open https://luci-config.appspot.com/#/projects/chromium/refs/heads/master 2. See "Project" under the config set name. What does "Project" mean? Note that this is not a project config set, but a ref config set, because it has "/refs/" in it. For the full regexes of config sets, see https://cs.chromium.org/chromium/infra/luci/appengine/components/components/config/common.py?l=48

FTR, initially we made a decision to ignore the fact that we had ref configs, for simplicity, and that's the reason they got merged into projects. Now that we have some extra time, it's indeed good to clean this up. And hopefully one day we'll get rid of ref configs and only have projects and services :-)
